Been a weird couple days since I did my update to the steam ver. I have not seen any balding bombs spawning at all, and it's definitely unlocked in my prophecies. I can buy them from the shop of course, but haven't seen a single one among ruin tiles.

Yeah, you aren't going to see them drop for a little while longer. I revised all of the drop lists, to make them more relevant, and I didn't give any of the creatures bombs, but that will change soon.
