The kitchen is always a good area for clutter. Other random room options: pantry, dining room, den, study, conservatory, foyer, baths. I think a ballroom could work well, and the game certainly needs a library floor, but maybe you're right that that theme should exist outside of the haunted house theme--a study could look library-esque, though.

I think it would check every time you build a themed floor. I guess some sets might have a natural capstone, like the attic-y mirror room which has pre-reqs that might make it the last room you can buy, but I don't know that it will make sense for all sets to have an order to them, so I don't think I'll plan around giving them capstones.
